Where things stand 

On 30 July 2025, APRA released a discussion paper proposing changes to its ADI licensing framework to streamline the process and support new entrants better. To this end, APRA is proposing to replace the existing guideline-based expectations with more clear, formalised licensing criteria and to introduce a 12-month timeframe for applicants to demonstrate readiness to comply. APRA would then aim to issue a licensing decision within three months.

APRA is also considering whether to discontinue the restricted ADI pathway, due to limited uptake.

Consultation is open until 31 October 2025.

Subject to stakeholder input, the following timeline has been outlined:

  1. 2026

    Draft guidance for consultation

    APRA will release draft guidance for consultation on the proposed licensing criteria and process.

  2. Late 2026

    Final criteria and guidance

    APRA will publish final criteria and guidance.

  3. 2027

    Commence work on licensing frameworks

    APRA intends to commence work on licensing frameworks for other regulated industries beyond ADIs.
