The ACCC’s final determination, issued on 1 August 2025, grants authorisation with conditions until 31 January 2027. The authorisation allows AP+, the Australian Payments Network (AusPayNet), members of the Bulk Electronic Clearing System (BECS), members of the New Payments Platform (NPP) and relevant third parties to meet, discuss and share information to develop a common industry vision for A2A payments.

This milestone paves the way for one of the most significant modernisation programs to Australia’s A2A payments landscape. As the ACCC Determined, the authorisation will support:

a more timely and efficient process for the modernisation of Australia’s account-to-account payments infrastructure, better management of the risk associated with changes to Australia’s account-to-account infrastructure framework and greater transparency about the planned future state of Australia’s account-to-account infrastructure framework for both participants and non-participants.
